Effectiveness and judicial training can be tackled in two different ways.
First, institutions in charge of training judges around the world are also exposed to the consequences of the economic and financial crisis. The following topics, amongst others, will be addressed : In such a context of budget constraints, how can the efficiency and quality of judicial training be guaranteed ? Financing judicial training: what resources (public, private funds, etc.) ? Instruments to streamline judicial training programs (logistical and instructional organization, human resources, pilot sites, etc.) ; How should management be included in judicial training ? ; Judicial training evaluation and impact studies: which indicators ? (performance indicators, "Result-based evaluation in judicial programs", opinion surveys); Are regional programs a response to constraint (pooling of material and human resources, etc.) ?
Second, and bearing in mind that judicial training should participate in providing an effective judicial system, one must acknowledge that certain events such as terrorist attacks, collective accidents, industrial and environmental disasters... etc put judges in exceptional situations, sometimes during the investigation when carried out by investigating judges and always during court hearings. How can judges be prepared to fulfil their mission in this context? The following topics, amongst others, will be addressed: instructional design: is crisis management training possible (problems simulating a crisis and reproducing it in training sessions)? Judicial communication and Media training: aims and methods; Should judges be trained to manage their stress and should they be provided with psychological support (training and/or medical follow-up)? Preparing judges to hold exceptional trials ("mega-trials")... etc.
